The objectives of the evaluation were to:

• review the Native Title Branch cyclical reviews to assess their ability and success in making conclusions about the effectiveness of the Native Title Representative Bodies (NTRB)s in fulfilling their native title functions
• assess, to the extent possible from data collected from the thirteen cyclical reviews, the effectiveness of the NTRBs in performing their native title functions
• examine the performance of NTRBs in meeting their other obligations, which are the education and dissemination of information on native title issues to the Indigenous population within their NTRB boundaries, and aiding in the establishment of prescribed bodies corporate in respect of each claimant group
• examine the adequacy of service delivery from ATSIC to the NTRBs
• assess the outputs and outcomes of the determined NTRBS to date
• assess adequacy and equity of ATSIC funding to NTRBs.
