Performance audit into the Home Insulation Program
The Auditor-General has decided to undertake a performance audit of the Home Insulation Program under s.18 of the Auditor-General Act 1997.
The objective of the audit is to assess key aspects of the establishment and administration of the Home Insulation Program (HIP) by the Department of the Environment, Water, Heritage and the Arts as well as the transition of the program to the Department of Climate Change and Energy Efficiency (DCCEE). Particular emphasis will be given to the:
- design and establishment of the program;
- governance arrangements supporting the program;
- registration and training of installers;
- financial management and payment of rebates; and
- compliance strategy underpinning the program.
The audit will also examine the program’s transitional arrangements to DCCEE and lessons that may be incorporated into the Renewable Energy Bonus Scheme (REBS).
Performance audit into the Green Loans Program
The Auditor-General has decided to schedule a performance audit of the Green Loans Program under s.18 of the Auditor-General Act 1997.
The objective of the audit is to examine key aspects of the establishment and administration of the Green Loans Program by the Department of the Environment, Water, Heritage and the Arts (DEWHA) and the program’s transition to the Department of Climate Change and Energy Efficiency. Particular emphasis will be given to the program’s three primary elements:
- training and accreditation of assessors;
- scheduling and conduct of Home Sustainability Assessments; and
- framework for payment and acquittal of assessors’ work and the Green Loans subsidies.
As part of this audit, we are conducting surveys of:
- all assessors contracted by DEWHA to undertake home sustainability assessments; and
- a random sample of households who underwent a home sustainability assessment
Farming ideas: the challenge of finding better ways to work

Drawing on the ANAO Better Practice Guide, Innovation in the Public sector: Enabling Better Performance, Driving New Directions, released in December 2009, the Auditor-General talks about the challenges and opportunities attaching to public sector innovation. The Auditor-General notes the factors that set the scene for, and support, innovation and also illustrates diagrammatically, the four key phases of the public sector innovation process and the steps within these.
The article highlights a case study from the Better Practice Guide dealing with the Detector Dog Program of the Australian Customs and Border Protection Service. That case study, and others in the Guide, explore issues in public sector innovation across a spectrum of public sector activities.
